Lake Shasta has been tuff with a slow transition this year to turn over the shad in the lake (bait fish) are slow to mature. This is making locating schools of feeding fish difficult. A variety of different tactics must be employed to catch fish.
I’m using downriggers, dypsy divers, and planer boards all in the same day. Some times with great success others with mild results, better days are ahead I believe the fishing will get better in the lake and the shad will eventually fill out to normal size. Fish are being caught on the surface to 100 feet. For me, slow trolling spoons on my downriggers have been my go too but it often changes.
